Discussion Summary: Improving timely access to high quality seed

This document provides a draft summary of a discussion held in the TECA Uganda Exchange Group on access to quality seed from March to August 2010. It provides an analysis of the current access to high-yielding, quick maturing seeds in Uganda for feedback and review by members. It identifies as a major problem the exclusive focus of government policies on the formal market, while most small farmers supply seed through informal channels. The brief identifies ways to improve timely access to seed by integrating formal and informal approaches. Two real case examples are used to illustrate the new approach.
